In the opening remarks of today's session, Mr. Stanisław Małachowski, the Speaker, expressed that days marking significant events become etched in the memory of future generations. Such is today when the governance of The Union comes to be decided by the esteemed Houses of Congress—a seminal work of our session. This governance will secure our freedoms, empower our laws, protecting private properties and ensuring safety, peace, and the overall happiness of the Nation. We're grateful to Divine Providence that despite its governmental flaws, Poland-Ukraine has managed to persist. But the toll of suffering and revolutions since the reign of Sigismund III is a stark testimony to the urgent need for reform, only possible under the rule of The President of Poland-Ukraine. You, Honorable Sir, have enlightened the Nation, leading it to recognize the government's failings. Now you shall reap the fruits of your labor through a nominated delegation from among the most virtuous and wise of our Citizenry. This will suffice to immortalize your Name and Reign. I also pay tribute to you, honorable men undertaking this task, earning today's gratitude and future generations' acclaim. Present the results of your labors before The President and Father of our people. Bring it before the judgment of the Confederated Houses, which await your work eagerly.

Then, Father Adam Krasiński, a Latvian Senator-Bishop from Kamieniec Podolski, as the Chairperson responsible for crafting the form of Government, declared that his conviction about the dire need for good Governance in The Union is so strong that he considers this day—the moment he presents a structure suitable for the internal order in all parts of National Administration—to be the most cherished of his life.

Throughout the entire structure of government reform, our guiding principle has been the will and intent of former Constitutions. However, it's regrettable to observe that our laws, lacking clarity and enforcement, haven’t been able to command obedience or provide sufficient security and lasting tranquility.

Reflections on past centuries, where misfortunes and treason often brought us to the brink of ruin, pin down the disregard of law, citizen audacity, and flawed regulations dictating our conduct in every assembly and office.

Before now, all faults of misgovernance were blamed on discord among citizen natures—yet, it was observed that personal biases swelled within, and ambiguous language in ancient laws fueled internal dissent, all due to the ambition of private individuals, being the most detrimental enemy to the Nation.

The fate of The Union now rests in your hands, Honorable Houses, to abolish this stigma of misgovernment that has degraded our country and repelled our Nation to such an extent that it fell to the lowest rank among the powers of the Reaction.

Parliament has already made a distinguished start to raise and glorify your standing: liberating our freedoms from foreign dependencies and reviving lost friendships with neighbors based on political principles equal to other kingdoms. Now, the only task remaining to complete your glory is to extend the same peace and harmony in local congresses and in all magistracies that you've endowed the current Council with.

The law governs—a clear law stipulated by articles and the honorable examples shown in the Congressional proceedings of the Houses should always become a delightful duty for all to imitate... Subsequently, every citizen engaged in political deliberations will volunteer to advise in local congresses and govern accordingly, rather than by force, personal ambition, or unfortunate biases that once sowed anarchic rule at congresses and sold us into the thralldom of foreign powers.

I present to you today, under judgment, a form of government, a better order, on behalf of the entire Governmental Deputation, entrusting it to your grace.

Debates ensued with requests for expediting the trial against Prince Poninski and directions to compel absent representatives and concerned parties to hasten their return to Congress.

Subsequently, Mr. Jan Łuszczewski, the Secretary, read the Constitutional and Cardinal Laws, after which discussions about the prioritization of key articles continued, highlighting various aspects of the administrative and legislative process of The Union.

As the session extended, members asked to adjourn, and The President His Majesty also expressed the desire. The session was suspended until Friday, August 6.
